Institutional rights retention policies task and finish group

We have convened the institutional rights retention policies task and finish group (T&FG) to guide the implementation of the first stage of a project aiming to support, and accelerate, the implementation of IRRPs within our HE member institutions.

Engaging in efforts to support IRRPs is crucial for fostering academic autonomy and advancing open access in scholarly communication. The T&FG will inform the delivery of a programme of work to Jisc in providing effective advice and guidance in support of the community.

Terms of Reference

Remit

Several HEIs in the UK have already adopted IRRPs, with others currently in the process of implementing them. However, there exists a longtail of institutions, particularly small to medium sized ones, that have expressed the need for more support to accelerate implementation. This can be achieved through enhanced access to resources and knowledge sharing with peer institutions and the broader academic community.

The T&FG will provide input, both from a strategic and practitioner’s point of view, into shaping a Jisc programme of work to support UK HE institutions with the implementation of IRRPs. Jisc does not take ownership on how an institution implements their IRRP and will not be providing legal advice to institutions. Jisc will not aim to track impact of IRRPs.

Core aims

  • Act as critical friends, helping Jisc decide which resources/interventions would be most useful with the intention of making them as effective as possible
  • Support outreach into the communities of interest to ensure that all HEIs can benefit from help and guidance
  • Facilitate debate and action to support all HEIs in accelerating the implementation of IRRPs to facilitate open access publishing, thereby advancing the scholarly landscape

Membership and recruitment

  • Representatives from a cross section of institutions with varying research intensity
  • Representatives from SCONUL (membership organisation for all academic and national libraries in the UK and Ireland) and RLUK (consortium of the leading and most significant research libraries in the UK and Ireland)
  • Observers from Jisc

In addition, there will occasionally be other members, as follows: extra observers from Jisc; Jisc experts, and sector representatives deputising for colleagues.

Recruitment

Recruitment should ensure that the higher education sector members are representative of a cross section of institutions with varying size and research intensity. We currently have sufficient members; if a vacancy arises, Jisc will contact them directly.
